As political momentum behind youth online safety accelerates across Europe, the question is no longer whether age assurance will become part of the digital ecosystem, but how it will be implemented—and where responsibility should sit. With the EU age verification app advancing and Member States launching their own initiatives, attention is shifting beyond age checks toward broader safety-by-design measures and more effective youth protection online.

In this session, we will explore the practical realities of building youth protection infrastructure—from the relationship between the verification layer and the safety-by-design layer, to the question of how responsibility is shared across public and private actors. The discussion will bring together regulators, industry, and safety experts to consider what's working, what's uncertain, and where the critical decisions lie in 2026.
